Kelly is the owner of The Costume Coop, the primary location of The Chica Show. She was played by Kelly Vrooman, one of the hosts of The Sunny Side Up Show. Even though the character's last name was never revealed, the show made it appear as if the actress was basically playing herself.
Kelly can often be seen directing her customers, mainly children, to costumes, or answering phone calls. She is also Chica's best friend, and can teach her different preschool lessons once she runs into trouble, which are demonstrated through animated dress-up adventures with Bunji and Stitches. She sometimes joins Chica in her imagination games.
In Can Chica Play Too?, it is revealed she has a cousin named Sally.
