Mrs. C is married to Mr. C, and together they are the parents of Chica. She and Mr. C were traveling actors before having Chica, appearing in many a stage musical, and perform some of them at The Costume Coop as two of the shop's employees on The Chica Show. She has also written a memoir, Once Upon a Costume.
Mrs. C debuted on The Sunny Side Up Show, and appeared as early as 2009 and in November the same year for Families Week, along with Ricky's father Reginald. She also appeared for Valentine's Day 2010 and Hooray for Mother's Day. Mrs. C also played the "Genie of the Urn" in a sketch with Nina and Chica in 2011[1] and appeared with Patty and Curtis for Dennisha's baby shower.[2] Here, she wore a yellow necklace and was referred to as simply "Chica's Mom." It is unknown as to what Mrs. C's first name is, though she and her husband do refer to each other as "Cluckums" (referred to in episode subtitles as "Cluck'ems") from time to time.

- Mrs. C's puppet was later reused for Chica's Nana.
- Mrs. C had a blue and purple necklace in the Costume Coop sign.
- In her early appearances, Mrs. C was known for clucking whenever she spoke. This was downplayed once The Chica Show premiered.
